Definition
A Standard documents mandatory rules for a bounded scope. Standards are non-negotiable requirements — violation causes measurable problems (security, compliance, consistency, correctness). Standards differ from patterns in enforcement: patterns are solutions you choose to apply; standards are rules you must follow.
